Panama City Government

The City of Panama City has a Commission-Manager form of government. The City Commission consist of five members, a Mayor and four Commission members; one (1) commissioner is elected from each of the City's four wards and one (1) commissioner is elected at large and serves as the Mayor-Commissioner At Large.

The Commission passes ordinances, adopts resolutions, adopts the City's budget and sets the policies for the operation of the city government.

The administrative responsibility of the City rests with the City Manager who is appointed by the City Commission.

City, County, State and Federal Government

City Hall Location
The City Hall for the City of Panama City is located at 9 Harrison Avenue on the Panama City Marina. City Hall business hours are from 8:00 a.m. to 5:00 p.m. on weekdays. Directions to City Hall are, heading east on Hwy. 98 (15th Street), make a right onto Harrison Avenue. Follow Harrison Avenue to the City Marina. City Hall Business Hours
The business hours for City Hall are 8:00 a.m. to 5:00 p.m., Monday through Friday. Any unscheduled closings of City Hall due to emergencies will be announced on local radio and television stations.

Voter Registration Information
A Florida Voter Registration Application Form must be filed with the Bay County Supervisor of Elections before you can vote in City, County, State or Federal Elections. To register you must:

  • Be a United States citizen.
  • Be a resident of the State of Florida.
  • Be 18 years old (you may pre-register if you are 17).
  • Not now be adjudicated mentally incapacitated with respect to voting in Florida or any other state.
  • Not have been convicted of a felony in Florida, or any other state, without your civil rights having been restored. Not claim the right to vote in another county or state.

You must be registered for at least 29 days before you can vote in a City, County, State or Federal Election. You can obtain a Florida Voter Registration Application Form at the Bay County Supervisor of Elections Office. The Supervisor of Elections Office is located at 205 Mosley Drive, Lynn Haven, FL 32444. Florida Voter Registration Forms are also available at City Hall and the Bay County Library. County Government
The Bay County Board of County Commissioners meetings are held the 1st and 3rd Tuesday of each month at 9:00 at Panama City, City Hall. The County Commission has five elected board members. The Commissioners must live in the district they represent. The County Commissioner whose district includes most of the residents of the City is John Newberry, Jr..
